I don't disagree, but I can see the other side as well. If you live in certain beach areas, over time you may have had many mandatory evacuations. In some cases, people evacuate and the storm is not as severe as predicted, and they feel their lives were disrupted for no good reason. And in other cases, they evacuate and their property sustains slight to moderate damage, but they are not allowed to return for days or even weeks, during which time their personal losses multiply where they could have made the repairs to prevent that. It's a tricky situation.
